Yesterday (18.10.2026) BJP posted a video on its official social media regarding the enclaves of India and Bangladesh. In it, Lok Sabha member representing Telangana, Shri Konda Vishwaswara Reddy, talked about the enclaves of Bangladesh in India and the enclaves of India in Bangladesh. After hearing about that border dispute, I felt like I needed to know more. I have prepared this article after knowing, analyzing and verifying the details with the help of artificial intelligence.

The problem of enclaves (Enclaves) on the borders of India and Bangladesh is decades old and extremely complex. During the partition of the country in 1947, due to the borders drawn by Sir Radcliffe, 111 Indian enclaves (about 17,160 acres) in Bangladesh, as well as Bangladesh 51 enclaves (about 7,110 acres) in Indian territory. This caused great hardship to the people of both countries for many decades.

Since these areas were surrounded by another country's territory, the surrounding country could not provide them with basic facilities like electricity, roads, schools, and hospitals. The authorities of the home country did not even have proper access to these areas. Therefore, the people living in the enclaves did not have proper citizenship in either country. These people had to cross the border for serious illness or to pursue higher education. Because they did not have proper documents, they were afraid of being considered illegal immigrants. This forced them to live in one place. Since they did not belong to any government, they did not have the right to vote, passports or other official identification documents. Since the police or defense authorities could not reach these areas properly, these areas became a haven for criminals and anti-social elements. Problems like theft and smuggling increased exponentially.

To resolve this problem, an attempt was made to conclude the Nehru-Noon Agreement in 1958 between Indian Prime Minister Jawaharlal Nehru and the then Prime Minister of Pakistan (before the formation of Bangladesh) Feroz Khan Noon, but in 1960, the Supreme Court of India ruled that the Prime Minister or the government did not have the direct authority to give the country's territory to another country under the Indian Constitution and that a constitutional amendment was necessary. Also, this attempt was stopped due to strong protests from West Bengal at that time.

After the formation of Bangladesh in 1971, a historic land boundary agreement was signed between Indian Prime Minister Indira Gandhi and Bangladeshi President Sheikh Mujibur Rahman in 1974, but the assassination of Sheikh Mujibur Rahman in 1975 led to political instability in Bangladesh, and India was unable to ratify the agreement in the Lok Sabha due to the lack of the required two-thirds (2/3rd) majority in the Lok Sabha to amend the constitution to allow for the exchange of territory with India, and the support of the border states (West Bengal, Assam, Meghalaya, Tripura).

In 1992, India agreed to lease a small section of its territory called the "Teenbiga Corridor" to connect the large Bangladeshi enclave of "Daha Gram - Angarpotha" with its mainland.

Again, in 2011, during Manmohan Singh's visit to Dhaka, he signed an additional protocol to the 1974 agreement with Bangladeshi Prime Minister Sheikh Hasina, but when the bill was introduced in the Rajya Sabha, the opposition and the state governments of West Bengal and Assam strongly opposed it. Due to this, the Congress government could not get the bill passed in Parliament.

Finally, after Prime Minister Narendra Modi came to power in 2014, realizing that border security and relations with Bangladesh would not improve unless this issue was resolved, the government quickly convinced West Bengal Chief Minister Mamata Banerjee, as well as the governments of Assam, Tripura, and Meghalaya, to pass the 100th Constitutional Amendment Act (119th Constitutional Amendment Bill) in the Lok Sabha, which received unanimous support from all parties.

With this, on 6 June 2015, Indian Prime Minister Modi and Bangladeshi Prime Minister Sheikh Hasina signed the final agreement in Dhaka, ending the enclaves issue permanently from 31 July 2015.

Thus, for almost 41 years (from 1974 to 2015), the governments of both countries made continuous efforts, overcame internal political and legal problems, and finally succeeded.

The two countries formally implemented the exchange of these enclaves on the midnight of 31 July 2015 through this historic Land Boundary Agreement (LBA, 2015). Through this, 111 enclaves of India in Bangladesh were transferred to Bangladesh, and 51 enclaves of Bangladesh in India were transferred to India, and the people living in the enclaves were given the freedom to choose the citizenship of the country of their choice. With this, those people who had been living in misery for decades got legal recognition and started living a normal life with dignity.

This agreement was not just an exchange of territories, but also a milestone in world history that peacefully protected the human rights of millions of people.
